There is no best place. It is the guys responsibility to ask for a date but it is the girls responsibility to first show interest by saying “Hi”, smiling, or looking your way.
If she doesn’t make the first move by showing some interest, leave her alone. She is not interested and, if you are stupid enough to ask, she will turn you down.
Once a girl has shown interest, find a way to speak to her. For example, ask a non-threatening question such as the time or something about some celebrity or TV show. If she lingers and doesn’t make a quick exit, either that time or the next suggest going to lunch or having coffee.
Then if the vibes are there and most likely they will be, ask for a date such a dinner, movie, play, sporting event, or whatever. If she likes you, she is going to accept to be with you, not for where you are taking her.

well i’amnot that old yet but if i was single at that age,i would just ask her when she is not Bessy call her up and ask her ,because she is probably waiting for you to ask her. then if she seas yes take her some where nice to dinner and then maybe some where she likes to go
