You might want to try near St Clair, which is near the beach. It's about 40 mins walk to the Octagon, but not many students live there so it's quite quiet. Prolly would be quite cheap because it's far from Uni and you can get quite nice houses too compared to the expensive run-down hovels nearer to Uni

This is a link that tells you about both the inner and outer suburbs in Dunedin. Dunedin is actually a pretty small city (5th largest New Zealand, so living in the outer suburbs isn't far away.
The transportation system is good, so you might no need a car. http://en.wikipedia.org/wiki/Suburbs_of_…
On this link I found a lot about the city, plus a link for 2 houses to rent.http://www.visit-dunedin.co.nz/
Finally, here's the city's official site, and links to both housing and apartment rentals.http://cityofdunedin.resultspage.com/sea…
Just for fun here's a site with web cams in Dunedin, which gives you an idea of what's happeninghttp://www.cityofdunedin.com/city/?page=…
You will love Dunedin and the surrounding area...it's just beautiful.
I was there last December and I loved it!
