There is no best place. It is the guys responsibility to ask for a date but it is the girls responsibility to first show interest by saying “Hi”, smiling, or looking your way.
If she doesn’t make the first move by showing some interest, leave her alone. She is not interested and, if you are stupid enough to ask, she will turn you down.
